Youth HGCY Supervisor - Willowbrook

Position Summary

This position reports directly to the HGCY Program Manager and supports the execution of strategic priorities by providing day-to-day operational leadership and staff supervision.

The Youth HGCY Program Supervisor provides direct oversight of daily service delivery, staff supervision, and operational execution of the Helping Gulf Coast Youth (HGCY) Program. This role ensures services are delivered in alignment with WIOA Youth requirements, Workforce Solutions contractual standards, and SERCO of Texas performance expectations. The Supervisor supports performance outcomes, staff accountability, compliance monitoring, and workflow efficiency while serving as a liaison between front-line staff and program leadership.

Purpose of the Role

Provide operational leadership, ensure compliance with contractual and regulatory standards, supervise assigned staff, and support successful program performance outcomes.

Key Responsibilities

  • Directly supervise Youth Career Navigators and assigned program staff.
  • Conduct regular one-on-one meetings, performance evaluations, and coaching sessions.
  • Monitor staff productivity, case management accuracy, and documentation quality.
  • Assist in recruitment, onboarding, and training of new HGCY staff.
  • Oversee day-to-day HGCY program operations and service delivery.
  • Ensure services align with program goals, contract requirements, and performance metrics.
  • Review case files and WIOA documentation for compliance and accuracy.
  • Track performance outcomes and ensure enrollment and placement targets are met.
  • Support internal audits and monitoring reviews.
  • Participate in partnership meetings and collaborate with internal departments.
  • Assist in monitoring staffing needs and responsible use of program funds.
  • Bachelor’s degree in Workforce Development, Education, Social Services, or related field (experience may substitute).
  • Minimum 2+ years of workforce development or youth program experience.
  • Supervisory or team leadership experience preferred.
  • Strong knowledge of WIOA Youth regulations and performance indicators.
  • Experience supervising case managers or workforce staff.
  • Strong documentation and compliance oversight skills.
  • Data tracking and reporting experience.
  • Strong communication, coaching, and conflict resolution skills.
  • Must possess and maintain a valid Texas Driver’s License.
  • Must maintain automobile liability insurance as required by the State of Texas.
  • Must have access to reliable transportation for travel within the service area.

Physical Demands

Ability to sit or stand for extended periods; drive for extended periods within the service area; occasionally lift and/or move up to 25 pounds; and set up outreach materials as needed.
