SUMMARY

Under the supervision of the Director of Finance, Accountant II is responsible for all accounting and budget related activities for the Houston region. This role performs advanced accounting functions including budget and projection preparation, monthly close processes, invoice preparation, general ledger maintenance, reconciliations, audit support, and preparation of financial reports. Accountant II ensures compliance with GAAP, Uniform Guidance (2 CFR 200), SERCO fiscal policies, and funding requirements for all Houston programs.

DUTIES AND RESPONSIBILITIES

Accounting & Financial Operations

1.

Prepare monthly invoices, expenditure reports, and variance analyses for submission to the Gulf Coast Workforce Board.

2.

Process and support cost items ahead of invoicing (e.g., credit card payments, travel reimbursements, participant payments).

3.

Prepare correcting and recurring journal entries; post transactions to the general ledger with proper documentation.

4.

Maintain assigned general ledger accounts and prepare monthly reconciliation reports.

5.

Lead monthly close activities for Houston, including accruals, reconciliations, and journal entries.

6.

Generate financial reports and statements; research and resolve discrepancies.

7.

Maintain, implement, and ensure strict adherence to the organizational and local (location/funding source) cost allocation plans in alignment with corporate policies and government regulations.

8.

Ensure compliance with GAAP, federal cost principles, and Uniform Guidance (2 CFR 200).

Budgeting, Projections & Financial Analysis

9.

Prepare annual budgets, budget revisions, and projections for all Houston programs.

10.

Conduct actual to budget analysis; provide variance explanations and forecasts.

11.

Prepare budget amendments and line item adjustments as needed.

12.

Provide fiscal analysis to program teams to ensure alignment with expenditure benchmarks and program requirements.

Audit, Monitoring & Compliance

13.

Assist with external audits, grant monitoring, and internal reviews by providing documentation, responding to inquiries, and resolving issues.

14.

Conduct internal contract desk reviews to ensure budget and contractual compliance.

15.

Ensure complete and accurate audit trails for all financial transactions.

Internal Coordination & Support

16.

Coordinate with Houston management, operations, and program staff to facilitate fiscal processes including budgeting, expenses, payroll, travel, and cost allocation.

17.

Provide on-site fiscal technical assistance to the Gulf Coast Workforce Board and local One Stop Centers when needed.

18.

Identify opportunities to improve financial processes, reporting accuracy, and workflow efficiency.

19.

Perform other duties as assigned.

QUALIFICATIONS

Required

Bachelor’s degree in Accounting, Finance, Business Administration, or related field.

Minimum 4 years of accounting experience, preferably nonprofit or government funded programs.

Knowledge of GAAP, cost allocation, WIOA/TANF/SNAP E&T regulations, and governmental accounting practices.

Strong Excel skills and proficiency with accounting software (MIP preferred) and Questica.

Ability to work independently, manage multiple deadlines, and maintain high accuracy under pressure.

Excellent written and verbal communication skills with the ability to collaborate across departments.

Willingness to work flexible hours, including evenings or weekends

Preferred

CPA or Master’s Degree.

Experience with TWC/Workforce Board financial compliance or similar grant funded environments.

Bilingual (English/Spanish).

SPECIAL REQUIREMENTS

Valid Texas Driver’s License and Automobile Liability Insurance.

Reliable transportation for travel within the service area.

WORK ENVIRONMENT

This position operates in a typical office environment using standard office equipment. The role is fast paced, detail oriented, and requires frequent communication with program staff, leadership, and external partners.

PHYSICAL REQUIREMENTS

Must have the physical ability to sit for extended periods. This is a largely sedentary role.
