Finance Manager
ABOUT THE ROLE
SERCO is seeking a highly skilled and mission-driven Finance Manager to join our team. This position oversees financial operations for the Texas region, ensuring fiscal integrity, strong internal controls, and compliance across multiple federally and state-funded programs.
The Finance Manager provides strategic financial support to leadership through analysis, reporting, budgeting, and oversight of daily accounting functions. This is an excellent opportunity for an experienced financial professional with nonprofit or Workforce Board experience who thrives in a collaborative, remote work environment.
KEY RESPONSIBILITIES
Financial Management & Reporting
- Lead monthly close, reconciliations, accruals, and financial statement preparation.
- Prepare monthly financial reports, projections, and variance analyses for leadership.
- Manage accounting for multiple funding streams (WIOA, TANF, SNAP E&T, etc.) and ensure adherence to federal and state funding requirements.
- Maintain strong internal controls and ensure compliance with GAAP, Uniform Guidance (2 CFR 200), and SERCO fiscal policies.
Budgeting & Grant Compliance
- Prepare annual budgets and support ongoing budget revisions throughout the year.
- Maintain and implement the organizational cost allocation plan.
- Partner with program teams to monitor expenditures, track benchmarks, and ensure fiscal and program alignment.
Audit, Monitoring & Compliance
- Lead preparation for annual audits, fiscal monitoring, and TWC compliance reviews.
- Ensure accurate documentation and audit trails for all financial transactions.
- Support procurement compliance and adherence to purchasing policies.
Systems, Processes & Improvements
- Oversee data integrity within financial systems; identify opportunities to streamline workflows.
- Support payroll allocations, participant payments, reimbursements, and financial submissions.
- Recommend and implement improvements that enhance reporting accuracy and efficiency.
Leadership & Team Development
- Supervise, coach, and develop accounting staff.
- Foster effective cross-functional communication and collaboration across remote teams.
QUALIFICATIONS
Required
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
- Minimum of five (5) years of accounting or financial management experience.
- At least three (3) years of supervisory experience.
- Experience with nonprofit, government-funded, or grant-based programs.
- Knowledge of GAAP, cost allocation, federal cost principles, and Uniform Guidance (2 CFR 200).
- Strong Excel skills and experience with accounting software.
Preferred
- Master’s degree in a related field.
- Experience with WIOA/TANF/SNAP E&T or Workforce Board financial compliance.
- Experience with MIP, Questica, or similar systems.
- Bilingual (English/Spanish).
