Business Services Unit / Recruiter Supervisor
Summary: The Business Services Unit/Recruiter Supervisor provides leadership and oversight for SERCO’s Business Services (BS) and Recruitment teams, ensuring employer engagement, recruitment, and placement activities align with workforce board priorities and contractual performance standards. This role supervises Business Consultants and Recruiters (I–III), ensuring staff deliver high-quality services to employers and job seekers while meeting benchmarks for compliance, performance, and customer satisfaction. The supervisor fosters partnerships with employers, industry associations, and community stakeholders to expand job opportunities and ensure that the BS unit operates efficiently, with accurate reporting and timely payroll submission.
Key Responsibilities
Team Leadership & Oversight
- Supervise and support Business Consultants and Recruiters, providing coaching, training, and mentoring to ensure high performance and professional development.
- Monitor daily activities, verifying that payroll for assigned staff is completed and submitted on time.
- Ensure accountability for recruitment goals, performance outcomes, and compliance with Workforce Solutions standards.
- Serve as point of escalation for staff, employer, or operational concerns.
Employer Engagement & Business Development
- Guide the team in building and maintaining strong relationships with employers, chambers of commerce, economic development groups, and industry associations.
- Oversee employer consultations to ensure staff provide accurate labor market insights, customized recruitment strategies, and Workforce Solutions services.
- Promote job fairs, customized hiring events, layoff aversion, and on-the-job training programs.
- Ensure consistent follow-up with employers to measure satisfaction and improve service delivery.
Recruitment & Placement Oversight
- Supervise employer job orders, candidate referrals, and placements to ensure alignment with employer needs and regional demand.
- Monitor recruiter strategies for sourcing, screening, and referring qualified candidates through WorkInTexas, LinkedIn, and other pipelines.
- Ensure proper documentation of employer interactions, candidate referrals, and placements in workforce systems.
- Track unit-wide recruitment outcomes, trends, and performance measures, providing regular reports to leadership.
Performance Monitoring & Compliance
- Ensure staff maintain accuracy and timeliness in data entry, case management, and employer services documentation.
- Monitor compliance with Workforce Board regulations, contractual requirements, and data integrity standards.
- Oversee corrective action plans, continuous improvement strategies, and staff accountability for deficiencies.
- Coordinate with Quality Assurance and Compliance teams to support monitoring efforts and address findings.
Strategic Planning & Continuous Improvement
- Align BS Unit activities with workforce board goals, industry sector strategies, and labor market priorities.
- Identify service gaps and recommend enhancements to recruitment pipelines, employer outreach, and business engagement practices.
- Provide input for unit budgets, staffing, and resource allocation.
- Represent the Business Services Unit at workforce board meetings, industry forums, and community events to strengthen partnerships and visibility.
Minimum Qualifications
Education:
- Bachelor’s degree in business administration, human resources, workforce development, or related field.
- Associate degree with additional relevant experience may substitute; Master’s degree preferred.
Experience:
- At least 5 years of progressive experience in workforce development, recruitment, or employer engagement.
- Minimum 3 years of supervisory or team leadership experience.
- Strong knowledge of local labor market trends, industry sectors, and employer engagement practices.
Skills & Abilities:
- Demonstrated leadership skills with the ability to supervise, coach, and develop staff.
- Strong recruitment, business development, and employer relations experience.
- Knowledge of workforce systems (e.g., WorkInTexas), labor market data, and compliance standards.
- Excellent communication, negotiation, and relationship-building skills.
- Proficiency with Microsoft Office Suite and workforce management systems.
- Strong organizational skills with ability to manage multiple priorities and meet deadlines.
SPECIAL REQUIREMENTS:
- Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.
- Must have access to reliable transportation in order to travel within service area.
