Talent Development Specialist

Summary: The Talent Development Specialist (Talent Development Coach) supports workforce upskilling by managing On-the-Job Training (OJT) and apprenticeship services from candidate selection through program completion. This role collaborates with employers to design training plans, conducts participant onboarding and case management, ensures compliance with workforce program guidelines, and provides coaching and support services to help candidates succeed in training, achieve promotion, and sustain long-term employment.

 Key Responsibilities

  • Manage Talent Development projects from candidate selection through completion of classroom training or the OJT service.
  • Prepare and develop training plans that support the upskilling and promotion of OJT trainees.
  • Routinely communicate with OJT employees and trainees to complete onboarding, worksite visits, and progress reports.
  • Collect and submit reimbursement documentation timely and ensure overall customer satisfaction
  • Work collectively with OJT employers to identify areas of improvement for OJT candidates. Perform case management activities, coach candidates on ways to improve performance, and refer them for support services as needed to sustain employment and encourage upskilling and promotion
  • Follow up with apprenticeship training customers’ progress, refer them to support services and other resources as needed to complete training and secure employment.
  • Deliver accurate, timely, and high-quality documentation in TWIST, DocuWare and WorkinTexas.com. This includes the opening and closing services in TWIST, uploading OJT paperwork in DocuWare, and documenting all employer communication in WorkInTexas.com
  • Participate in special projects and other duties as assigned. 
  • Conduct participant eligibility screening and enrollment in WorkInTexas (WIT).
  • Develop individualized OJT training plans in partnership with employers.
  • Open and manage OJT services in WIT, ensuring compliance with program guidelines.
  • Provide case management support to participants throughout the OJT.
  • Process and monitor employer reimbursement for training wages.
  • Maintain regular employer follow-up to ensure training success and resolve issues.
  • Document all activities and outcomes accurately in case files and WIT.
  • Support ongoing program improvement and alignment with workforce board goals.

 Minimum Qualifications Summary

Education: Associate’s degree in workforce development, human resources, business, social services, or related field. High school diploma/GED with two (2) years of directly related experience may substitute. Bachelor’s degree preferred.

Experience: Minimum of one (1) year of experience in workforce development, case management, human services, or training program coordination.

Skills & Abilities:

  • Strong interpersonal and communication skills to engage with employers and diverse participants.
  • Ability to conduct case management, coaching, and structured progress follow-ups.
  • Proficiency with Microsoft Office and ability to learn workforce systems (e.g., WorkInTexas.com, TWIST, DocuWare).
  • Accuracy in documentation, data entry, and compliance with program guidelines.
  • Ability to manage multiple tasks, meet deadlines, and work collaboratively with partners.

Other Requirements:

  • Must maintain confidentiality and comply with federal, state, and workforce board regulations.
  • Ability to travel locally for employer visits and training site follow-ups.
  • Bilingual (English/Spanish) preferred.

SPECIAL REQUIREMENTS:

  1. Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.
  2. Must have access to reliable transportation in order to travel within service area.

  1. PHYSICAL DEMANDS: While performing duties of the job, employee is occasionally required to stand; walk; sit; for long periods of time. Employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds, must be able to set up display area.
  2. WORK ENVIRONMENT: Fast-paced, demanding both, physically and mentally, and in constant communication.
